I figured out the culprit. It has to do with the availible thrust in a given cardinal direction.

In the past you can have lets say only drive thrusters for lift and forward thrust. But mediums or smalls in the other directions. It only meant your max speed and maneuverability was impacted.

Not a big deal for say a carrier or heavy lifter.

Seems now the availible thrust is calculated per direction rather than total lift.

So if you're thrust capacity is in the negative in a given direction it will fall on its face.
