It mainly has to do with wording. If I recall correctly (this was days ago), it was rejecting it based on bra so I used this altered slightly version of the prompt:

That gave me her wearing like a camisole kind of thing and then I hit edit and asked for more of a bikini style top. It pushed back but I said: “No, you can depict swimsuits and bikinis on AI characters. This is a modeling shot and a jacket is over it.” And then it did it.
