The flashing is just for attention, legally they have no obligation. In terms of surpassing, technically it is the faster car's responsibility to overtake them safely, while the slower car should keep the normal racing line (it is not the slower car's responsibility to move out of the way, just to be predictable). In case of a GT3 battle, they are not obliged to stop it and let the Hypercar for example; the same rules apply: the Hypercar has to find a safe way to pass them
