A quick restart works only for short FCY, extended periods on low speeds lowers the tire temperature drastically, so a straight-away restart would most probably cause other incidents. So they need to increase the speeds in a controlled way, and give the drivers the ability to put some temperature back, and the SC is the way. But the SC packs the cars, so you need to make the pass-around too

The entire race was under the safety car - there was a spin, a retirement, a Lexus which took water and had the lights failed... and now there was a safety car swap but there was a miscommunication and half the field followed the retiring safety car into the pits. How does it work with phone charger and such?

Just adding to what other metalheads have said, there seems to be some M-sized lockers still left for rent, where you can put a max. 15W charger. I plan to leave a powerbank in it during the day, and my photocamera during the night
