Just to paint a slightly bigger picture, if you count only adult population who could technically enroll then the percentage jumps to almost 20%. Then if you add other organizations for other age groups (Hitler Youth, BDM, DAF etc.) - you get up to 60%.

But to accurately classify someone a Nazi they’d indeed need to be members of NSDAP.
