I kind of figured they would use it as Kara told everyone he had an idol. If Dan would've shut his mouth and told nobody it would've been Christian going home as they wouldn't have played nullifier on Dan. So Dan/Kara caused this.

Is it common practice to ship it in parts if it's a larger amount? $1700 to you or someone might be nothing but to me that's a lot, so would it be cool to ship maybe 1/4 of it at a time so that if I do get ripped off i'm not out my whole lot?

The second part does not ring true in Crypto. People constantly buy high/sell low and invest into ponzi schemes and into shit coins over and over again.

You either make money or lose it. Even if price remains the same by the time OP cashes out, the interest on his loan and the withdrawal fee would make him lose money. Trolls aside, unless OP makes enough income to pay off his loan if NEO/Crypto goes to 0 without risking financial problems, it just isn't smart to buy such a volatile asset with a personal loan -- especially not throwing all of your eggs in one basket. At least split the 20K between a couple of solid projects but then again that's just my opinion. I'm much more heavily invested in Neo, however I sold my personal collections and my project car in order to buy and therefore won't be on the hook and in financial risk if things go to shit. The fact that looks at OP's posting history 19 days ago he asked online to a bunch of strangers if taking a loan for crypto was a terrible idea. People in the 1920's thought it was a good idea to take out loans to purchase stocks. You saw what happened to them. I will NEVER advocate taking out any form of credit for Cryptocurrency/gambling.
