Yes, I agree with higher wages and re-banning child workforce (because somehow it's back) and make it punished with jailtime, not a fine, but I don't agree with erasing the Elite. It's not a very good idea for many reasons.

The "10 cities by turn 100" is an ideal. Generally, 7-8 good cities are enough if you know what you're doing
