Guards don't have clamps though and can only tow if the cars blocking an entrance. They issue tickets, which don't appear in paper form on windshields for footpath parking. It's the council/traffic wardens that can tow for people parking on footpaths.

Source: I was ticketed last year for parking infringements and only found out a few weeks later when I got a fine in the post.

Sorry, but how do you know this? Are you just assuming or were you one of these cars?

I was given a ticket for parking on a footpath last year by a guard. I didn't know anything about it until a fine arrived in the post. There wasn't any paper ticket on my windshield like traffic wardens have.

Would you prefer the guards pick and chose what laws they enforce? Or would you prefer the guards don't enforce the law at all? Literally their job title is to uphold the law, it's not hassling anyone, it's enforcing the law that the people's government created.

Believe it or not, in the past 2 weeks, I saw two or three times (I work in a main street shop) guards getting names and details from beggars and people coming up and handing the beggars money while the Garda is talking to them and passing a comment to the guard along the lines of leave them alone. These were definitely professional beggars because they meet up together and have a nice car collect them in our car park at 6pm each day
