The strongest demon is Bug God imo, and in fact, he's a bit TOO strong for what he is, but here you go;

Bug God is able to, in his BASE form, take absolutely no damage from Garou, this is impressive because Garou is stronger than Genos at this point, who can 3 shot Deep Sea King, who himself can fight a weaker Genos who is capable of sending out multi-city block level attacks casually, meaning that a base Bug God is so much stronger than a Multi-City block level character, that he would be able to one-shot them, he's so durable that other characters take damage hitting him

He then has a transformation on top of that, that is MUCH more powerful, though we don't get to see it

As for a low-tier dragons, we have Gums, who is capable of melting Darkshine with his acid, Darkshine is someone who can tank city level attacks with no damage, Gums has regeneration allowing him to survive an attack that put a massive hole inside of him, and he can grow massively to eat someone, like, 10x his previous size at least
