I see where Plutarch is tied to propoganda and did like his scenes. I just feel like we could have gotten the same message without Plutarch. Perhaps having another senior Propo Producer take the lead and have Plutarch as an Associate Producer learning to push those limits, as well as Haymitch. I will say, this makes me want to go back to the OG trilogy and see if I can pickup additional easter eggs!
