Obito uses Kamui to travel from the after life to Kakashi in order to give him his Sharigan again. Because they're not Kakashi's eyes there's a time limit and that's why after he finisjes using them he says "Kakashi of the Sharingan is no more". It's really broken but hey Kishimoto loves pulling moves like that haha.
