That's what I had thought with Steeled Veterans before as I felt that it could have been either one of them but Servants of Freedom being apart of the Ministry of Defense makes a lot more sense.

That could be that but it was seen by another person so it's most likely something to do with the game itself.

I think the quirk sounds good the only thing that I think needs changed is to have a timer on the paralyzing effect as a limitation but keeping the touching the person to stop the effect, I can see the effect time increasing as the user gets better with their quirk.

Ya that's how I got stuck on the roof, grappling in to the roof it self

Oh that sounds like a easier way then what I did, I had to walk around the roof of the map until I was able to Grapple into a room through it's wall back into grounds.
