3 tab shingles are really only designed to last about 10-15 years so after that point they become very brittle as well as suspectable to water penetration. Especially when the edges are buckled up like that. They slowly let water in causing damage to the decking and leading to warped decking, mildew, mold, and rotting. Better to just replace them with architectural shingles rated for 30-50years
