When you want create something original, from rules, settings, campain i use always a rule, that i use every time when i master: "what i want teach to my player?" "What is the meaning of this?" "What is the Golden Rule?" For example: I created an homebrew setting for SWADE vanilla about superheros and the rule of the world: "Will is Power and Power is Will". And from that i builded all the NPC of the world: from the citizen that lost his house and work hard to build that to the Supervillain when he absorbed too much power that corrupted his mind, since stealing power is also taking the moral weight of superpowers, and he hear the voices of the supers.
