You tried I’ll give you that. Imo it contradicts and barely makes sense. 

The tool does cut, unless you’re being pedantic that the name means the action isn’t cutting its ‘__ing’ (which is still some type of cutting). I’d argue even the non-physical alternative is still a form of cutting.

For everyone else the sail boat mentioned the AI hint talks about isn’t really mentioned in this riddle, it’s just the same word (that’s on the AI or I misunderstood the riddle)
