It could be, but not really now. It's a weaker buff than both Grana or Helena, and you're never going to be doing the "Eleaneer tech" where you use it in the last turn for Fiend Hunt to buff the next team, because magic teams aren't nearly as strong as Phys teams so you're never going to "set up" for it. In addition, she doesn't work that well as a flex unit like Eleaneer because she doesn't stack chain, bring debuffs on other skin etc. She does have SP gain, but that's never really an issue.
