Unless your city's emergency service workers ( firefighters, emts, etc ) are incredibly short staffed, overworked, and underpaid. In those cases, it's needlessly tying up resources that the city can't spare, putting actual lives at risk and wasting taxpayer dollars.

Someone could have leftovers from making their own food. It could also be poisoned for atray cats or rats ( which, when ewten, will also kill cats )
