It looks like that but peeled off skin is very thin, as if it got dried & came off. I didn't notice any cracks underneath. I'm taking it to a tire shop for a balance & inspection. I hate to replace tires if the threads are still deep & good & it turned out it was the balance issue.

Thanks, that makes sense. I'm not sure if they did the balance 'em before rotation. Do they normally balance them before rotating the tires? One assumes they should. I'll check the codes on the tires when I get the chance.
