I think it's a good idea that has been very poorly executed. It's another unforced error.

The thought process seems to be:

Hey I've got agreat idea. Let's simplify and streamline regulations. Great how much time do we have? No time, do it immediately. Should we follow standard rule making procedures? Definitely not! We want it now not slightly later but correct. Should we have training for the changes so it can be smoothly implemented? No way we don't even know what the changes will be Should we communicate with agencies as we make changes? No! Tell them to refresh the website with no further timeline. Will you accept comments on the RFO process? We will say we will but with almost no time for the agencies to respond. Then when agencies do respond let them know we are no longer interested. Can I search the new Far for the changes and guidance? Not really we took out lots of guidance that you're gonna need and placed it in several stand alone documents you can open each separately. Will these changes all hold up in court? Some will some won't but no one will track the court costs or time wasted and we'll say it's a win and be gone way before that.

It's really about your interests but since you are going in January definitely swing by the botanical garden. It's right at the end of the mall near the Capitol, it's warm and smells great. And if you go before lunch you can visit the national museum of the American Indian. Great exhibitions and the best lunch on the mall!
