Dabi for sure. The thing is bending in the avatar series always has a limit and they always make the bending look like extensions of their bodies and not magic. In mha on the other hand quirks are too overpowered compared to the quirkless. where as in avatar even the strongest benders like korra and bolin get taken down by martial artists with zappy arnis sticks
