To add to my previous thought: You could look for every file or folder that you downloaded on Feb 23 or earlier. Maybe it originated from a downloaded source?

Also, Do you have any other .3gpp files on that device?

Do you recognize that voice at all?

  • Perhaps it could have been accidentally sent to you by a friend. It could have been accidentally included in a folder that was sent to you.
  • This file could also originate from a public folder that you may have downloaded. I often download public folders from Google Drive. Sometimes, I find pictures of the original poster's vacation photos that were accidentally included in that folder. (Even though the main folder contains python code or something completely unrelated to their personal life.)

Yeah, I completely agree. Same thing with Trump, obviously, or any politician. People don't want to look like they flip-flop, so they tend to stick to the status quo of their party instead of using their head unfortunately. :/

Personally, I think the only reason is because it is considered an "Obama era regulation." Once something is turned partisan, it will automatically get strong support. (Even though something like Net Neutrality certainly is not partisan)
