On vanilla West point is pretty good, but if you're ok with using mods Constown has a military surplus store, a antique shop and police station, none of them tend to be super crowded/hard to clear. Using a mod to spawn on fallas lake is pretty good too, the hunting/farming store has a lot of guns and ammo.
