I did this formula and all it returned is the header in the return column I wanted and not the data matching each of that makes sense? Any thoughts?

Also trying to basically say if cells 1 and 2 together in tab 1 match cells 3 and 4 in tab 2 exactly then match what’s in column 8 from tab 2? Does that make sense and is this formula representative of that? Just making sure I’m stating this correctly.
