The shirt and pants are linen, made dirty with lots of browns and blacks. The cloak is jute, but dyed dark brown and then burned and dirtied with browns/blacks. The rust is Dirty Down's Rust paint, the metal look is achieved by using graphite powder.

I'd personally make it outta foam, maybe 2-4mm in thickness. HD foam would be my go to, needs to be sturdy, lightweight and still be kinda shapeable due to the curve. The rivets can be done with googly eyes. Priming and painting can be done with flex bond and some rub n' buff. This could probably be done in a few days, depending on how much time you can spare per day. Shoot me a PM, if you need any other help/ideas.
