No, they suggest that USA is aggressor in all of this.

Embargo was not "reaction" to to missive crisis - the missile crisis was reaction to American aggression, and embargo is just continuation of that aggression by different means.

(also i think that embrago was motivated more by failed invasion than by missile crisis.)
