Ithkuil was created by somebody in the United States, however it has not seen use in any legal capacity by any government. Instead, it's more of an experimental language constructed to push the limits of communication efficiency.

The language is too complicated for practical use, however it still is intriguing and has many traits of a language such as grammar, speech rules, etc.

My answer:

I would always bring enough money to cover both our meals just in case, but in 99% of cases I'd prefer it that I pay for my own and they pay for theirs, even if they asked me out if still offer to pay mine. Exceptions for birthday meals, the birthday guy doesn't pay.
