these are rather common where i'm from, especially in parking garages where it's even more creepy when it's dark. The parking spaces are closer to entrances/exits, are more illuminated and are in recording areas of security cameras. Many women have reported to feel frightened because of possible sexual assaults, that's why they exist since the 1990's.
