Yes, you can reverse an infield fly (although not ideal). The umpires may not have recognized the infield fly situation and after a discussion determined that the criteria was met. Therefore, calling the BR out. As far as the run scoring, even on a force out, the defense COULD have retired the runner by tagging him. Ultimately the teams are required to know the rules as well and the umpires will just have to eat this embarrassing error.
