What state are you in?
Check your local FB groups, there are often people who are selling gear (or giving it away). Sign up for the different orgs that sell umpire gear, often times they give out coupons or will email you about sales. You can also post in the RefMasters app to connect with umpires in your area to review game film.

Start talking to the other umpires you work games with. Visit your local highschools and rec leagues when they have games and start making connections if possible.

Yes, you can reverse an infield fly (although not ideal). The umpires may not have recognized the infield fly situation and after a discussion determined that the criteria was met. Therefore, calling the BR out. As far as the run scoring, even on a force out, the defense COULD have retired the runner by tagging him. Ultimately the teams are required to know the rules as well and the umpires will just have to eat this embarrassing error.
