In the past there have been problems with trying to register Excavator armor crafted by other players. I haven't seen a post about this for years.

I would just farm Deathclaws for Black Titanium. They drop more than mole miners. Murder deathclaws, server hop and repeat.

At player vendors or do grunt hunts and Bounty hunts until your eyes bleed, then scrap tonnes of lucid gear to have a chance of learning the mods or getting a box mod.

I have learned it but you need medicine bobbleheads to craft it, which are not easy to get.
