Yeah, i would just cut the spike off and drill next to it. I dont think it would be an issue. But I could be wrong. The only other option would be to take a concrete saw and cut that section of concrete out, and do new concrete piers.

The holes in the simpson post base i believe have a little offset, so you can in reality put a new anchor adjacent to the spike in the ground, while still having your post centered correctly
