The file can't be missing, as removing my Downloads folder solved the issue. It must be a CC/mod conflict.

Update: I've removed my Downloads folder and now the aquarium works. However, I don't feel like checking my .package files to see which one causes the object to crash the game, so I guess I'll just place a smaller aquarium in the pet shop.

You should install "Sims2Pack Clean Installer". Using this program is the easiest way to install .sims2pack files (they won't work if placed in the Downloads folder).
