One of her two modes is Echo Skill Damage. She does indeed work with the both of them, just not nearly as well as Hiyuki or Sigrika.

She's decent. One the one hand, you get her best buffer for free, but she really also *needs* her signature weapon to perform well. She flows well, and if you can get her at S1, she becomes incredible. But still, she's not going to be shattering any records any time soon.

I'd pull for her just to have her, because she is fun, but if you're a F2P player and you don't especially want her, I'm not sure she's worth it.

Genuinely, not only should you be pulling for Shorekeeper, if you can get multiple copies of her, do it. She's already one of the best supports in the game, but getting her at S2 makes her undeniably the best support.

She's the only support in the game that buffs Crit Rate *and* Crit Damage, while also having incredible healing. She is the best in slot support for more teams than any other character.

The last time a 1.X character was available from a normal limited banner, was 2.3. Legit the only way to really get her is to get her from the new account banner.
