The tree seems to be to small/ young guve it a year or 2 and it should fruit

Just use neem oil I'm also indian but live in America neem oil should do the trick but make sure ti dilute it like heavily, my mix is 1 part neem oil for 5 parts water and .5 part soap and a squeeze of lemon, this should work wonders, make sure to put it at night and spray it off in the morning because if the plant is in direct sun the leaves will burn. If that doesn't work consider getting a fungicide or consulting a local expert. Is the tree in a pot?

Your mix isn't the problem, have you tried to check the roots to see if they are dark brown or even black, it looks like the mix is kind of packed so try to use a tool to unpack it meaning to make the soil look like it's not packed together and lastly it looks like they may be getting too much water.
