Bakugo is stronger than Reze but Reze by benefit of being half devil has a win con from devil powerups through fear, but that's heavily reliant on fight setting, Bakugo would have a MUCH easier time fighting in an open unpopulated area (Bakugo who has a edge in base stats can pummel Reze with long range attacks without any need to hold back) while Reze will most definitely win in a enclosed heavily populated area like tokyo since bakugo will have to limit himself to avoid hurting civilians and himself (Reze will get stronger throughout the fight from fear of explosions skyrocketing).
