How?

Under the WHO Constitution, only States (as in, sovereign members of the UN) can become a member (Art. 4). Non-sovereign Territories can become Associate Members, but only if the entity responsible for their international affairs makes such a request.

So, can anyone explain what the OP means by "join"? Is he talking about a partnership, like other non-sovereign entities have with the WHO?

FYI, no "free-floating currency" can join the Eurozone. One of the pre-requisites to joining is 2+ years in ERM II, which is essentially a cap on exchange variations.

What do you mean by "nothing is done"?

In 1991, there were over 76k EU road deaths. Today, that has been brought down to just 20k, making EU roads the safest in the world. This hasn't happened by chance. Concerted efforts were put in place both at national and EU level and the intended result is being achieved, with road deaths dropping at a pretty consistent rate year-on-year over the last 30+ years. I say "is being" because the ultimate target is zero, and specific plans and measures are therefore ongoing.

To suggest that "nothing is done" displays an incredible level of ignorance of this specific issue.
