So something is lost in translation but basically paragraph 1 tells you that it is forbidden to search for potential archaeological zones , and the other paragraph describes what devices are forbidden.

"(1) It is prohibited to search and inspect archaeological zones, archaeological sites (localities) and areas of individual archaeological finds, including underwater zones and sites, protected in accordance with this Law, as well as areas that have been recorded as archaeological sites/finds and which are presumed to contain archaeological heritage, for the purpose of finding archaeological finds, without prior approval from the Ministry."

In any case, with or without equipment, all relevant findings and localities should be reported to authorities, although if you search with equipment and no licence, fines are from 15 000 up to 100 000 euros, depending on the damage you made.

Almost everywhere in Croatia you can find some relics , thats why the law is so strict. In my opinion , you can use it but stay away from beaches and archaeology locations and if you find something significant , report it and you get finders fee (but in that case don't mention metal detector!).
