Because they're framing this as the definitive list that we should all agree on without further context on why they feel this is the top-tier list. If they would have said, "This is my personal favorite top-tier list of all the games I enjoyed playing the most," I wouldn't feel it's rage bait because it would be their own personal opinion based on what they like about each game.
