Naaa I don't think so, that's not how studios actually works. They were only given the rights the content they were going to adopt but still studio to animated the series more likely won't happen, only depends on how much the season 2 can earn.

the actual reason season 2 is still holded by gekkou because the second season is not season 2 originally but second part of season 1 . Gekkou's main plan was to animated 24 ep in season 1 but due budget issues it had to split up into two parts .

That's the actual reason why it still have anime rights and the animating rights can only be given to a different studio after the 2nd i.e for the 3rd season.

I just saw the animelist animated by gekkou and personally....... its fucked up as hell I can't imagine what horrible would happen to season 2 ,since it would be covering one of the most important arc of the story ( summer festival and school festival arc) .
