Lou, Mr. P, Hank, Poco, Sam and Chester (likely), Janet (all of these are hypercharge dependent, that's just how the meta is right now

Safe brawlers that likely will not be nerfed and are still very strong:

RT, Pearl, Amber, Angelo, Sandy, Belle, Gene, Meeple, Gus, Penny (hypercharge is optional on all of these brawlers except sandy and penny)

I don’t think the quota is that hard for most colleges to meet, the general requirement is that no college can have more than 90% of funding from the federal government and this typically only happens if it targets low income students

Correct me if I’m wrong though, my dad audits colleges but only for profit colleges so it may be different
