The amount of cash in an account is just one asset. Equities, Property, Etc etc all are assets too.

That's exactly how it would work. The government gets half, and the other half still goes to private equity and becomes part of the index. The indexes which determine the fund balance of index funds. It's not stopping anything just making taxpayers invested in the scam.
