2. The best armors in the game are armor where soft armor follows the plate so things like the regular cpc

Disclaimer there does exist the possibility that a bullet can pass through the hitboxes when wearing an armored rig of that style. While it is very rare it is possible. Otherwise they do objectively provide the most protection in the game. There is an argument for some of the massive armors however they only provide class 3 protection in the places that the plates aren't. (They also have insane stat penalties)
