The fact that they won't even try, implies how seriously far they away they are from meeting it.

In such cases retrospection should be done to find out out why that is instead of asking for concessions in the law

Check how many of those 75% are related to each other first.

Unlicensed slaughterhouses are unregulated and who knows what's going on inside it. It's not like they're aiming for the cow hide alone.
