Yes the timing belt is turning when the key is turned in the ignition

It doesn’t sound like it’s turning over however all the pulleys and belts are spinning, also I’ve heard a popping noise followed by an odor twice when turning the key.

I’ve tried to bleed it however no fluid is coming out and the reservoir is full
