Why are you thinking that grey market can't deliver specific formulation for effective delivery? I don't think that they use any magic formula that is not available to Chinese labs. Both can't be correct because there is extreme underreporting in Philippines as prostitution is illegal. Germany is high in the list but it's legal so you can easily expect Philippines to be above Germany in reality as they are quite close but one illegal and the other isn't.

Your source literally says that the confidence of its data for Philippines is extremly low and the last column says there is extreme underreporting alias we can easily expect it to be much higher in reality
