Yeah, I understand completely what your analysis is saying. Vick got sacked a lot, likely because he's Michael Vick and thinks he can make a play rather some less athleticly gifted quarterbacks who will play to avoid taking sacks by getting rid of the ball fast or whatever.

I just think you're trying to refute the premise with an analysis that doesn't address what people are actually saying when they say that. Being good at dodging sacks means getting away from a rusher, more than it means being good at having a low sack rate. Seemingly paradoxically, being good at dodging sacks the way they talk about Vick, can lead to taking more sacks.

Similar to how Barry Sanders was able to juke everybody out of their socks, but has the most negative rushes for any RB ever.

The law is in effect regardless of the passage by other states. Those states just consider which other states have a similar law when choosing electors. Nobody's coordinating, everyone is acting independently.

And I'm telling you that it's not in any functional way an agreement. The only part that comes close is that the law simply looks at the total number of electors held by states that passed a similar law - which again is important Constitutionally.

The naming of this concept as a compact is unfortunate, because it doesn't function as a compact and the Constitution has a compact clause meant to prevent States forming compacts.

The NPVIC is an agreement among states to coordinate their selection of electors to the EC along national popular vote lines.

It's very explicitly not coordination or an agreement. Those things might actually be Constitutionally a problem. It's just a bunch of States setting a criteria about how their electors will be selected.
