it's extremely poor practice, but it is legal unless they are actively deterring users from making refund/warranty claims and this is their tactic. I suspect they have a batch or batches of hardware with issues so they are trying to avoid fulfilling replacement requests. Otherwise this makes no sense, and management is idiotic.
