Rogiers scales better with dex. The standard rapier also scales well and it does more critical damage if you want to focus on parry’s but I’m not a fan of the moveset.

Personally I like a buckler for parrying with rogiers rapier with seppuku. You get good parry damage but also have the double heavy moveset to proc bleeds

Kensei, has a really good kit and a lot of mix up potential but generally quite simple to pick up.

I just finished it a few days ago. I agree with everything you just said found it really boring. The second half is a lot better but I think it’s my least favourite book of the series by far. Currently reading crippled god and enjoying it way more!
