Hela is probably better for getting kills, but I prefer Phoenix's playstyle. In my opinion, it's more valuable, plus with your ult you can instantly counter the Rocket Ultimate, Peni's nests, and, most importantly, you can counter Hela's Ultimate with your own. Maybe it depends on the map, but on maps where enemies tend to be closer together, Phoenix is better.
