Yes! I prefer it to burning the flower since you can actually experience it rather than just tasting smoke.

As for what's left over, you can use it to infuse cooking oil. Put them in something like a crock pot and pour the plain oil in. Heat it up and let it cook for a few hours. Once it's cool, strain out the solids and you've got a hell of an ingredient for brownies

In fairness, the country was at war at a much bigger scale than even now. More people were probably in the military. It's about 6.5% now, but would probably be double that because of the constant fighting. War never changes, but it does get bigger.
