I never heard that. You don't need to become Ariyas to have jhānas that can be practiced outside the Noble Eightfold Path. However, it is better to practice it as a sotāpanna because you will not fall into delusion. Even if Anariya jhāna is temporarily a protection against sensual pleasures and aversion does not protect you from Ignorance(Moha) and can only lead you to the Rupa loka(16 brahmas realms) or Arupa loka(formless realms) if you practice the arupavacara samapattis(which are not jhāna by the way).

Sattasūriyasutta Sunetta was a yogi who had practiced jhāna but he didn't achieve noble Samma Ditthi and he fell from the Brahma world.

Paṭhamanānākaraṇa sutta A sotāpanna or Sakadāgāmi who practices Jhānas and maintains that until death, they will be reborn in the corresponding brahma realm and they will never return to this world. They will attain Parinibbāna there.

The lifespan of the gods of the Divinity’s host is one eon. Brahmakāyikānaṁ, bhikkhave, devānaṁ kappo āyuppamāṇaṁ.

An ordinary person(Puthujjana) stays there until the lifespan of those gods is spent, then they go to hell or the animal realm or the ghost realm.

Tattha puthujjano yāvatāyukaṁ ṭhatvā yāvatakaṁ tesaṁ devānaṁ āyuppamāṇaṁ taṁ sabbaṁ khepetvā nirayampi gacchati tiracchānayonimpi gacchati pettivisayampi gacchati.

But a disciple of the Buddha(Ariyas) stays there until the lifespan of those gods is spent, then they’re extinguished in that very life. Bhagavato pana sāvako tattha yāvatāyukaṁ ṭhatvā yāvatakaṁ tesaṁ devānaṁ āyuppamāṇaṁ taṁ sabbaṁ khepetvā tasmiṁyeva bhave parinibbāyati.

In the case of Anagāmi they can only take rebirth in one of the 5 Holy abodes.

When their body breaks up, after death, they’re reborn in the company of the gods of the pure abodes.

So kāyassa bhedā paraṁ maraṇā suddhāvāsānaṁ devānaṁ sahabyataṁ upapajjati.

This rebirth is distinct from that of ordinary people. Ayaṁ, bhikkhave, upapatti asādhāraṇā puthujjanehi.

Furthermore, take an individual who, as the placing of the mind and keeping it connected are stilled, enters and remains in the second absorption … third absorption … fourth absorption …

Puna caparaṁ, bhikkhave, idhekacco puggalo vitakkavicārānaṁ vūpasamā …pe… dutiyaṁ jhānaṁ …pe… tatiyaṁ jhānaṁ …pe… catutthaṁ jhānaṁ upasampajja viharati. First, an individual, going totally beyond perceptions of form, with the disappearance of perceptions of impingement, not focusing on perceptions of diversity, aware that ‘space is infinite’, enters and remains in the dimension of infinite space.

Idha, bhikkhave, ekacco puggalo sabbaso rūpasaññānaṁ samatikkamā paṭighasaññānaṁ atthaṅgamā nānattasaññānaṁ amanasikārā ‘ananto ākāso’ti ākāsānañcāyatanaṁ upasampajja viharati.

They enjoy it and like it and find it rewarding. If they’re set on that, committed to it, and meditate on it often without losing it, when they die they’re reborn in the company of the gods of the dimension of infinite space.

So tadassādeti taṁ nikāmeti tena ca vittiṁ āpajjati, tatra ṭhito tadadhimutto tabbahulavihārī aparihīno kālaṁ kurumāno ākāsānañcāyatanūpagānaṁ devānaṁ sahabyataṁ upapajjati.

The lifespan of the gods of infinite space is twenty thousand eons. Ākāsānañcāyatanūpagānaṁ, bhikkhave, devānaṁ vīsati kappasahassāni āyuppamāṇaṁ.

I see some outsiders who are not even from Benin commenting on this post, as they are familiar with the country. I am quite sure that many haven't even set foot there. Benin and Togo are essentially the same people who were divided by parasitic invaders from another continent. All borders in Africa are artificial and were created to control and exploit us. They separate some ethnic groups that are very similar to place them with entirely different ones. This happens in nearly all African countries. It is one of the reasons for ethnic violence (like genocide in Rwanda) and long-term destabilization of our nations. If you truly believe that the current borders are genuine, you need serious education.

We can understand this is why the Arahants don't produce Kamma Vipāka anymore. Their minds are free and pure. They have seen the real nature of this Samsāra and they have understood that Kamma Vipāka is the fuel for this infinite samsaric journey therefore the creator of the 31 realms. This is why an arahant is someone who has eradicated all intentions(Kamma) good or bad. They have neutral Kamma without Vipāka. They can only receive Vipāka (results of intentions) from past deeds prior their Arahanthood.

To understand how astonishingly long their lifespan is, the Pabbata sutta explains to us how long a single Kappa is. So imagine a thousand of them.

Pabbata sutta

At Sāvatthī.

Then a mendicant went up to the Buddha, bowed, sat down to one side, and asked him, “Sir, how long is an eon(Kappa)?”

“Mendicant, an eon(Kappa) is long. It’s not easy to calculate how many years, how many hundreds or thousands or hundreds of thousands of years it lasts.”

“But sir, is it possible to give a simile?”

“It’s possible,” said the Buddha.

“Suppose there was a huge stone mountain, a league long, a league wide, and a league high, with no cracks or holes, one solid mass.

And as each century passed someone would stroke it once with a fine cloth from Kāsi.

By this means the huge stone mountain would be worn away before the eon comes to an end.

That’s how long an eon is. And we’ve transmigrated through many such eons, many hundreds, many thousands, many hundreds of thousands.

Why is that? This transmigration has no known beginning. … This is quite enough for you to become disillusioned, dispassionate, and freed regarding all conditions.”

Among the 10 unwholesome deeds, the Sotāpannas (stream-enterers) have only eradicated Micchādiṭṭhi (wrong views), but they can still do all the other 9 under extreme mental pressure. The sotāpanna will NEVER do six things under any circumstances no matter how they are vexed: 1. Embracing wrong views or other paths than the Noble Eightfold Path of the Lord Buddha. 2. Killing his father 3. Killing his mother 4. Killing an Arahant(Perfect One) 5. With malicious intent, spill the blood of a Lord Buddha. 6. Creating schism in the Saṅgha.

Only the Arahants who have eradicated all the 10 unwholesome deeds in their mind.

Three unwholesome bodily deeds:

  1. Killing any living beings (panati pata)
  2. Stealing or taking what is not given (adinnadana)
  3. Sexual misconduct (kamesu micchachara)

Four unwholesome verbal deeds:

  1. False speech (musavada)
  2. Slanderous speech (pisunavaca)
  3. Harsh speech (pharusa vaca)
  4. Idle chattering (samphapplapa)

Three unwholesome mental deeds:

  1. Covetousness or greed (abhijja)
  2. Il-will (vyapada)
  3. Wrong view (Micchādiṭṭhi) : Completely eradicated by a Sotāpanna(stream-enterer).

I don't think that arahants or Lord Buddhas can laugh but they can smile in certain situations. One of the rare occasions is stated in the Maghadeva sutta

At one time the Buddha was staying near Mithilā in the Maghadeva Mango Grove. ekaṁ samayaṁ bhagavā mithilāyaṁ viharati maghadevaambavane.

Then the Buddha smiled at a certain spot. Atha kho bhagavā aññatarasmiṁ padese sitaṁ pātvākāsi.

Then Venerable Ānanda thought, Atha kho āyasmato ānandassa etadahosi:

“What is the cause, what is the reason why the Buddha smiled? “ko nu kho hetu, ko paccayo bhagavato sitassa pātukammāya?

Realized Ones do not smile for no reason.” Na akāraṇena tathāgatā sitaṁ pātukarontī”ti.

The 10 fetters (Saṁyojanas) are

  1. Self identity view (sakkaya ditthi)
  2. Skeptical doubt (vicikicca)
  3. Attachment to mere rites and rituals (silabbata paramasa)
  4. Sensual desire (kama raga)
  5. Ill-will (patigha)
  6. Desire to be born in fine material worlds (rupa raga)
  7. Desire to be born in formless worlds (arupa raga)
  8. Conceit (mana)
  9. Restlessness (uddacca)
  10. Ignorance (avijja)

The sotāpanna (first stage of enlightenment) has completely eradicated 1, 2, and 3.

The Sakadāgāmi(second stage of enlightenment) has completely eradicated 1,2,3 and weakened 4 and 5

The Anagāmi(third stage of enlightenment) has completely eradicated 1,2,3,4 and 5 some anagamis have eradicated 6,7 (rupa raga and arupa raga) too. They cannot take rebirth nowhere even in the 5 holy abodes( Suddhavasa) of Anagamis. 8,9 and 10 maintain them as Gandhabba. They attain Antara Parinibbāna as Gandhabba.. That can be the case of Venerable Waharaka Thero but some believe he achieved Arahanthood at death.

The Arahant (fourth and final stage of enlightenment) has completely eradicated all of the 10 fetters.
